Sa layuning mapalago ang kalidad ng edukasyon sa Lunsod ng Heneral Santos at sa buong Rehiyon XII, ipinatayo at pormal nang binuksan ang School Cyber Ed and ICT Center, Electronic-Library ( e-Library) and Internet Café sa Mataas na Paaralang Lunsod
ng Heneral Santos (MPLHS) , Setyembre 27, 2007.

Ipinatayo ang gusali sa MPLS bilang pangunahing proyekto ng Parent Teachers Community Association (PTCA) sa pamumuno ni G.Willie C. Ramos, pangulo GPTCA at bilang tugon sa pagiging ICT(Information and Communication Technology) center nito at sa inilunsad na ICT Cyber Education sa bansa sa pangunguna ni Jesli A. Lapus, kalihim ng Kagawaran ng Edukasyon. Naglalayon din ang proyekto na maisakatuparan ang mga layunin ng Project ALERT na inilunsad din sa MPLHS noong nakaraang taon at maiangat ang kakayahang pang-akademiko ng mga mag-aaral gamit ang mga interactive materials mula sa United States Agency International Development – Growth with Equity in Mindanao (USAID – GEM ) Matching Grant.
“The idea of Cyber Ed is very much ALERT here in General Santos City High School under the leadership of Mr. Angelito C. Llanos,” wika ni Regional Director Luz S. Almeda, CESO IV.

Ayon kay Almeda, hindi maisasakatuparan ang lahat ng proyekto kung walang tulung-tulong sa pagitan ng paaralan at komunidad kaya inaasahan niyang mas mapapatupad ng Cyber Education ang kakayahan ng mga mag-aaral at kalidad ng edukasyon hindi lamang sa MPLHS kung hindi pati na rin sa mga pampublikong paaralan sa buong rehiyon.

‘We are happy and ALERT to pursue our dreams for quality education through this impressive infrastructure brought about by the collaborative efforts of the stakeholders, the school and the baranggay. This is a clear product of tulung-tulong for the future of the children in the community,” dagdag pa niya.

Binigyang diin din ni Arcelli Catherine Raagas, Computer Literacy and Internet Connection (CLIC) Program Manager, USAID – GEM , ang kahalagahan ng pagtutulungan sa pagpapaunlad ng isang pamayanan lalo na umano pagdating sa edukasyon ng mga kabataan.

“We hope to do more before the year is over. If we work together, we can do it.This is the future of how the community is involved in the development,”wika ni Raagas.

Itinampok din sa nasabing programa ang mga pagbabagong nagaganap sa lunsod sa kasalukuyan partikular sa kalidad ng edukasyon, gamit ang mga kontribusyon ng ICT, sa pangunguna ni Hon. Mayor Pedro B. Acharon Jr.

“Everybody is becoming crazy about ICT because the convenience is there. With the click of your finger, you can see the world. This is good but my concern is the academic performance of the student,” ani Acharon.

Ayon sa kanya, kailangan umanong magtulungan ang mga guro at mga opisyal ng pamahalaan upang maiangat ang kakayahang pang- akademiko ng lahat na mag-aaral sa rehiyon XII.
