PROJECT DESCRIPTION
Project ALERT, is a web-based learning program, is anchored on the principle that an ideal e-learning program is independent of the learner’s location;
has online classes with virtual facilitators; contains online multimedia curriculum that provides rich and interactive content for teachers and student access inside and outside the classroom; incorporates a web-based learning management system and on-line assessment resources in the form of traditional examination or portfolio and performance activities and strategies that determine the effectiveness of learning.
GoalProject ALERT aims to institutionalize a web-based learning program which will improve the competence of teachers and the academic performance of students through the use of interactive professional development and educational materials in science, mathematics and English.
Specific Objectives
• To increase student performance in English, Science and Math by 2% every year.
• To develop and implement a teacher-resource and student activity materials that can be easily modified by teachers to suit the special needs of students.
• To integrate ICT in enhancing teaching-learning activities
• To make ICT learning programs accessible to more stakeholders specifically the out-of-school youth and other clientele of the community.
Project Components
The web-based learning program has three major areas of focus – On-Line Learning Development, Materials Development and Virtual Community ICT Learning and Resource Center. On-Line Learning Development
The On-line Learning Development is created to share, to inform, to learn collaborate and to facilitate the teaching-learning process using network technologies. It consists of Capability Building and Web Portal. Capability Building will develop teachers and students competencies.

Web Portal will serve as the repository of all developed and used materials that can be easily accessed.
For teachers, a range of professional development e-Learning program will be available. Specifically, Project ALERT will begin by offering the modules developed by Mindanao e-Learning Space (MiSpace), a project jointly funded by Basic Education Assistance for Mindanao (BEAM), Department of Education and the University of South Eastern Philippines. The modules initially offered will be Constructivism in Teaching, Multiple Intelligences and Higher Order Thinking Skills. For Students, enrichment programs that offer alternative strategies and structures from conventional methodologies will be sought. Further, an integrated e-Exam and Assessment facility will be developed to offer alternatives from normal classroom routines and practices. The database of higher order thinking questions of RAMSE variety currently being developed by BEAM will be available for teachers and student to access.
Materials Development
The Materials Development component provides opportunity for teachers to create and publish their own teaching and learning resource materials through access to on-line systems.
The BEAM Learning Guides System is a Basic Education Curriculum (BEC) competency based program that provides document templates and comprehensive resources to facilitate the development and publication of modern teacher-resource materials in controlled authoring and editingenvironment.
Virtual Community ICT Learning and Resource Center
The Virtual community ICT Learning and Resource Center has three subcomponents: Computer Literacy, Resource/ Training Center and Short-Term IT Program.
Computer Literacy Program will be a source of information for the outof-school youth, teachers from other schools and other community clientele. Through this program, an individual will learn about the basic parts of a computer, to MSOffice applications to a more complex program like database, desktop publishing, photo and video editing, programming and web development.
Resource/ Training Center is a web-venue for out-of-school youth, teachers, and teachers from other schools and for those who want to update their technical knowledge of computers through computer web based learning.
Short-Term IT programs serves as training ground for stakeholders like out-of school youth, teachers from other schools and other barangay constituents to enhance their abilities in the use of computer applications. IT offers techniques and strategies to enhance livelihood opportunities.
The Virtual Community IT Learning & Resource Center is expected to produce Short-Term IT graduates. In its tenth year, “Open High School” willfinally have its full operations.
